Best compiler for windows or mac linux

Guys i have just made an account as i have seen a lot of programing around the linux O/S which i find fun as i would find windows is great implementation of a O/S but i do like the thoughts being in mostly control of what my operating systems do rather than a forced policy of spying and data collection i think its principle if it was used to help the world rather than a stock exchange it might be ok.

But anyhow i will be using windows and ubuntu and maybe shorlty later when it is afforadable mac but may i ask out of the compilers and graphical tools what would the best be on most platforms price is important but if it costs at a sensible price then gladly i mean a small price to pay for a wonderfull free educational programing language fair deal.
