The problem obviously comes from using cygwin and trying to run it from within cygwin. Problem's not comming from python/pip itself.

If you are using certain software, make sure you understand it and its peculiarities.
My understanding is you want to install python for Windows10. If you are going to use it from cygwin, why not install the python3 package included with cygwin?
