Lottery System on my mobile website

Hello Everyone, I have a problem in creating a lottery system for my mobile website (link removed). My website is about mobile specifications and prices. It's still under construction and I want people to participate and the lucky winner will be able to win a mobile phone on weekly basis with a counter running and online results using random number. Can someone help me with implementing this code?
