Prevent a PDF from being edited using Python?

Hello,

My question is simple,
I am using ReportLab to generate PDFs.

My question is that can I encrypt the PDFs in such a way that they can be prevented from editing using Python.

Because my application is going to be used in the large scale industries and sometimes, people manipulate a lot of the reports to falsify the data.
