Statistical Software for Healthcare Oversight (28k Prize)

Overview: This is a competition run by the federal government with a potential 28k prize. The project involves a small piece of software that has a big impact on the oversight of over one trillion dollars in United States government healthcare spending. Check out this article for an example of how the current version of the software is used.
 
Location: Anywhere, but money will only be paid to citizens or permanent residents of the United States who are over the age of 18.
 
Requirements: The project involves re-creating four target functions from a software package known as RAT-STATS (you can find the current version of RAT-STATS here).  More details about the 4 functions that must be replicated (including example code) can be found here. As was the case with the original program, the new program must operate without use of the internet on a standard Windows operating system. For a full description of the challenge see the  official challenge website. Note that the code has to be compiled (i.e., it cannot require a separate python installation). There are several available tools to handle this step for the Python language.
 
Time frame: The challenge will be held open until May 15, 2017, 5PM EST or until five qualifying entries are received. Each qualifying entry will receive 3k and the winner will receive an additional 25k.
