The windows button(virtual, that is, displayed on the screen) and the lens, don't work. Sometimes, after 15 minutes, I do nothing and they become working.
At every turning-on the computer, he asks me if I wish a speader start.
I must always turn off the computer using the console cmd.exe

It takes 15 minutes to become responsive after logging in?  Is this a new computer, or one from 1998?
It shouldn't take that long, for any reason, for a brand new, barely used, computer.  I'd suggest returning it for a replacement, as your hard drive might be faulty.

There simply is zero reason for any new computer to be that slow.  None.
