Truncated email attachments on Ubuntu 16 (Xenial)

Hi.

I was installing

https://github.com/morphex/surveil

On a computer with Ubuntu 16, and found that the attachments on emails sent, were all truncated, if it was 190 KB, it would send 180 KB, if it was 50 bytes, it would send 20.

I was wondering what the reason for this was, to add a note to the readme.

The Python version was 3.5.2, the one included in the distro.
