Updating a package published on PyPI

Hi,
I'd like to contribute to this package on PyPI: https://pypi.python.org/pypi/pcsets
This package implements a common set of pitch operations and transformation in 20th-century music, meaning that the author is implementing an existing body of Music Theory knowledge in Python. The original author seems to have disappeared. The original work is very good, but I have a few new features I'd like to add and make it available to the community. I'd hate to have to spinoff a new version, especially if I'm using the original author's code. Any suggestions on how I could make updates to this project.

Some packages are kept private.
Looking at the website, etc. it looks as though the author: Bruce H. McCosar
has chosen this route.
If you dig, you might find his email, he has music releases here: https://www.jamendo.com/search?q=McCosar
