CUPS does not require the internet in order to operate and is available (as far as I know) on all flavors of Linux and *nixs. It does use the 'ipp' protocol but also supports other formats as well. CUPS has it's own set of 'drivers', which the user can modify, if they so desire. If it works satisfactory enough, then as Larz60+ said, "Go for it". If it's not a perfect match, you will either need to get the correct driver for the device, or tweak the driver that CUPS has selected.
If it ain't broke, I just haven't gotten to it yet.
