it is
plausible for pip or pip3 to have newer versions available that the ubuntu crew has not adopted. i regularly see messages of newer versions available. it has not been working .but i have not had some time to pursue it.
i regularly do important commands under
logcmd so i get a historical log of it.
yes, frying your mind is my other hobby.
