How Can I use pypdfocr and ocrmypdf in python 3.7.4?

pypdfocr is very old, I would suggest contacting the author (if still reachable)
ocrmypdf is current, and installation instructions are on the pypi page here: https://pypi.org/project/ocrmypdf/
