So, what's up with the other English forum on the community page. Are we moving over there?

My initial impression is that it looks like it's more for core developers than the kinds of questions we get here. I don't see any motivation for "moving" there.
We as a forum, are not the Python Software Foundation. We do not handle the python.org website. So they can list as many forums as they want in their community section. We just happen to be the most active dedicated python forum. I wouldnt call reddit a forum per say., but thats a whole other discussion topic.

Personally i dont like the layout and structure of that forum, so i would not move there. But to each his own.

This thread does indeed seem like some are moving from mailing list to this forum for core dev talk. They do not seem too interested in beginner questions.
