I am running windows 10, i have done the download but when i click the shortcut it just brings up a 'modify, repair, uninstall' window i have tried the modify, the repair and it still didnt run the program itself please help!

it looks like you already have it installed but maybe something with the installation didn't go as it suppose to or you did something after the installation. Although I am not sure what "it still didnt run the program itself" means.
My advice would be to uninstall current python and start again, following this tutorial verbatim:

It will be easier than trying to find out what (if anything) is wrong with current installation.
