I assume you used Windows binary to install it. So (I hope) it should have all dependencies installed, etc.
you need to pass the file name in the command. Here is the example from the docs:

i.e. you don't click on the exe, open cmd and write the command there
you can have just the timecodes or also output a avi with all detected motion scenes, you can play with options for fine-tuning, etc.
