I am wanting to hire a freelance python developer, it could be on a part time or p.r.n. basis. I would prefer in the same country. I'm US. I also might be looking for a mentor. Thanks.

Yes, Upwork is probably one of the best places to search, I also recommend paying attention to guys from Ukraine or Belarus. They do a good job and their price is lower.
