It looks useful as a template for a functional keyboard in any of the python GUI packages.

There are tutorials on creating GUI keyboards, for example, here's one for tkinter: https://www.bitforestinfo.com/2017/03/how-to-create-virtual-keyboard-using.html

with a bit of searching, you can probably find similar for pyqt5 and wxpython

Only practice can tell if a keyboard layout is good. If I lived in the anglosphere, I would probably use a Dvorak keyboard. Fingers comfort is the main point to consider. Unfortunately many programs have immutable keyboard shortcuts, or simply too many of them.
