I've tried updating pillow it hasn't work and I can let you use my api keys if you want.

Yes the files exist in the directory. You can also check the link I posted to the tutorial and see if you are getting the same error.

Yes the directory does exist and all the WeatherIcons are located in that directory You can try the tutorial from the link I provided and see if the same error comes for you.
