Not really. Do you want the keys to be the IP addresses and the values to be the node name? If so, that's easy:

addresses = {}
with open('data.csv') as data_file:
    for line in data_file:
        fields = line.split(',')
        addresses[fields[0]] = field[1]

If that is not what you want, please show me the actual dictionary you want.
