pysql connection to cloud server database times out

This is what I get from nc

pedro@pedro-HP:~$ nc -v -w 2 123.456.789.123 3306
nc: connect to 123.456.789.123 port 3306 (tcp) failed: Connection refused
pedro@pedro-HP:~$

There must be something I need to set on the server, but what??
