Web Scraping with phyton or another option?

I wanted to get emails adresses from local business from www . paginasamarillas . es(the yellow pages spanish version). What would be the most efficient way? Build a webscraper with phyon? or another option?

how long would it take someone to build a scraper? so I can get an idea of what I should pay to get the scraper built

or would be better to learn phyton and build the scraper myself?
