i usually have, at least, made some effort offline, in this case i searched for such a program and found none. then i tried to think what would be needed to do it, though i really didn't want to actually do it or at least not make it public because i would not want support it.

Unicode and utf8 has been troubling at times. some byte codes and combination imply or mean some things that Unicode considers to be invalid. i'm unsure how best to resolve things like that. one tool i have lets me display binary bytes interleaved with ascii characters. it lets me get idea what is in there. i just see the ascii between dots and "random" characters. if that text was utf8, it could be worse.
