Try:
Check your TLS version.
If your TLS version is less than 1.2 you have to upgrade it,
since the PyPI repository is on a brownout period of deprecating early TLS.
python -m pip install --trusted-host pypi.python.org --trusted-host files.pythonhosted.org --trusted-host pypi.org --upgrade pipBug report, bug.
