You should move both parts into format:

>>> '{} {}'.format('my name'.capitalize(), 'parv'.title())
'My name Parv'
It's easier with using f-strings (3.6 and newer):

>>> f"{'my name'.capitalize()} {'parv'.title()}"
'My name Parv'
