It depends. I reboot my linux system when the machine is out of memory. This happens when there are too many tabs opened in the browser. I can restrict memory usage for each program but it's no big deal. When this happpens I can't move the mouse, can't close a program, sometimes even can't switch to tty1 to kill the browser.
In the old days I was thinking that only games and some heavy graphics applicatinos are able to eat the memory but browsers. This drives me to the crazy. No one bothers for memoory usage when he/she writes a simple program like web browsers or similar.
