Jupyter notebook under Windows

I have a Windows 10 system without any Python related software. Then I install Anaconda 3.7. When I type "jupyter notebook" or hit "Launch" in the Anaconda Navigator, I get a white empty page in my browser under "http://localhost:8888/tree". This is the same for different browsers. I tried to reinstall multiple times, but I always get the same problem. Opening an existing notebook from the console runs in the same problem.
The browsers console say: "javascript error: require is not defined".

What am I doing wrong here?
