Permision problem pip

Hi,
when I'm triying to do something with pip like download or do an update I have this error code or similiar but with another file :

Error:
Could not install packages due to an EnvironmentError: [Errno 13] Permission denied: 'RECORD'
Consider using the `--user` option or check the permissions.

Error:
Could not install packages due to an EnvironmentError: [Errno 13] Permission denied: '/Library/Python/3.7'
Consider using the `--user` option or check the permissions.

How I'm supposed to check the permissions as instructed or fix the problem?
