Is Python useful for creating a textbook?

Hi,

I'd like to:

extract the text of a manual which is in PDF file in a minimum of steps and errors of recognition;
add sentence-by-sentence comments to it;
conveniently read both the module of the manual and the comments to this module;
easily navigate within what I'll get;
tweak the comments later;
learn Python)

Is Python useful anyhow for any of these tasks but the last one?
