arr1 = [[1, 2, 3, 4], [5, 6, 7, 8], [9, 10, 11, 12], [13, 14, 15, 16]]
arr2 = [list(col) for col in zip(*arr1)]
print(arr2)
print(sum(arr2[3]))

Output:[[1, 5, 9, 13], [2, 6, 10, 14], [3, 7, 11, 15], [4, 8, 12, 16]]
40
