python library not defined in user defined function

Why doesn't this work?

def main():
    import os
    fileName = "text.txt"
    userfunction(fileName)

def userfunction(fileName):
    os.path.exists(fileName)

main()

I get the following error:

Error:
NameError: name 'os' is not defined
