I haven't tried this, but what if you changed '\r' and '\n' to their decimal equivilents?
So this line:

ser.write(cmd.encode('ascii')+'\r\n')becomes:
ser.write(cmd.encode('ascii') + b'13' + b'10')
If it ain't broke, I just haven't gotten to it yet.
