New to Python, trying to get it to workin Windows 10

I'm trying to get python 3.8 working in windows 10. Unfortunately, Win10 no longer has the usr/local/ folder available, at least as far as I can tell. How do I set up the environment so it can be seen?

Look at Python 3.8 (3.6-3.7) and pip installation under Windows.

Just to mention that usr/local/ is Linux, i.e. windows never had such (i.e. as part of the OS). Maybe you are looking at wrong docs. Check link in @snippsat's post

try from cmd use py plus enter.
