installation problem

Hello
I was wondering if I can get some help with the following:
I have been using Python 36-32 with Sublime Text 3 for about a year with no problems
This week I wanted to try Pycharm 2020 - It installed properly but I was more comfortable
using sublime -soI uninstalled it - Since then I have a problim starting my Python.
I have tried the following:
Uninstalling Python & reintalling - no go
Uninstalling Pycharm -
Uninstalling Sublime
Uninstalling IDLE
Deleting JetBrain directory
Cleaned Registry of Jupyter / Anaconda/JetBrain / Pycharm manually
Installed Python 38-32
ran Python vrsion shows python 38 is active
BUT each time I get:
Fatal Python error Py_Initialize: unable to load the file system codec
ModuleNotFoundError :No module named 'encodings'
added PYTHONPATH and PYTHONHOME
Stillno go....
I downloaded Python 38-32 from the app store and the IDLE works but i would like to use Sublime Text 3
but I can't since Python38-32 does not
install
Anyhelp would be gratefully appreciated

I would recommend that when you run pip you do so as an administrator (right-click) in case on this reinstall your account was unable write to the global packages in program files
