Hi, I need some guidance with the dialogue for my chatbot

For my dissertation i am going to be creating a mental health chatbot using TensorFlow. I've seen some people use csv files and others use JSON files when putting together the conversational intents. What would you guys recommend?

Secondly does it matter what tags i use? e.g. in most of the JSON text files I've looked at they use "intents", "tags" , "patterns" , "responses". Should I also use these?
