Using Python Embedded with Flask Restplus API : to deploy on IIS

I am trying to deploy a flask restplus api on IIS with embedded python. Basically we want it to be like a complete package, to be able to run directly on the server, without requiring any installations. But I am getting the following error (screenshot attached).
I am able to deploy the app with a native python installation and a configured virtual environment.
