Web Scraping with phyton or another option?

I wanted to get emails adresses from local business from www . paginasamarillas . es(the yellow pages spanish version). What would be the most efficient way? Build a webscraper with phyon? or another option?

how long would it take someone to build a scraper? so I can get an idea of what I should pay to get the scraper built

or would be better to learn phyton and build the scraper myself?

This question is too wide-spread and not really clear. If you don't want to program yourself -> go and find freelancers or company who offer programming services and compare what they want to have as a payment. In this case the language of choice is secondary, as for you only the result counts.

If you want to program your self - go for it. Please remember that web scraping is not necessarily easy and some pages have counter-measures preventing getting scrapped.
