Installing PyQt5

I've seen videos on YouTube where PyQt5 is being installed through the command line. I have an installer that when I double-click on it a screen opens up and asks me to sign up for an account.

So can installing PyQt5 be done either way?

Well I found a video on YouTube that looked different and I tried it and it worked. But I don't know how to integrate Qt Designer with Eclipse.
Seems to me that I would need to integrate the Qt Designer into Eclipse.
