Depends on what the actual issues are. Whatever language someone already knows, would probably be the best language to get a good implementation in.
...and that's a really old article. "~" and "@" are not valid syntax anymore, though the memory explanations are close enough to be right.

Actually, Oxidation is the name of the Mozilla project to rewrite Gecko/Firefox in Rust. https://wiki.mozilla.org/Oxidation
