Raspbian and Python 3 sound like the way to go. Neither Pycharm nor Sublime Text are in the Pi package. It contains IDLE, Eric, Thonny, Geany.
I spent a little time searching the web for manuals and tutorials that both looked good and, in the open source tradition, were free.
Alredy owned Python for Dummies and the Python Cookbook. Downloaded the following in pdf format:
