What is the #chat thing?

At the top of the site, there are several things like the HELP/RULES, SEARCH , python

Versions etc. Out of those, I saw the CHAT option. Curious to know more, in clicked it and it lead me to this thing here
Question is, what is this thing and is it frequently used? Am I missing out on something important? And if noone uses it, why is it there? Confused

We used it more like 8 years ago, but now its hardly used. There are still good reasons to have it (communication for someone that has trouble creating an account as it is a separate platform than the forum, etc.).
