You most activate
(base)
eg trough
Anaconda Prompt.
For version from python.org look at
Python 3.8 (3.6-3.7) and pip installation under Windows
Here manual activate of base from
cmder as i use.

λ cd Anaconda3\Scripts\
# Activate base
G:\Anaconda3\Scripts
λ activate
# See if PyPDF2 is installed
(base) G:\Anaconda3\Scripts
λ python

ModuleNotFoundError: No module named 'PyPDF2'
So no PyPDF2 have to install it with
pip
or
conda(which also has PyPDF2),see
(base)
so now will
pip
always install to Anaconda3.
(base) G:\Anaconda3\Scripts
# Test pip
λ pip -V
pip 20.0.2 from G:\Anaconda3\lib\site-packages\pip (python 3.7)
# Install
(base) G:\Anaconda3\Scripts
λ pip install PyPDF2
Collecting PyPDF2 .....

# Test that it work.
