not working in windows 8.1

in my pc [windows 8.1 x64] when i opening python it showing a message
the program can't start because api-ms-win-crt-runtime-|1-1-0.dll is missing from your computer i tried reinstalling but it's not helping please give a solution

It seems that this is a Microsoft issue, not a python issue and that you need to install this update.
